A recent Business Week article tells us that businesses are likely to outsource more of their innovation work in the future. First came manufacturing. you think it is wiser for us to spin-off our r&d out from its parent company and then do it on our own?

Try to keep as much onshore as we can, but some will evitably go off shore. We need to be careful though.
