Offshore outsourcing, labor-cost arbitrage, the international value chain, and the second wave of U.S. productivity growth---all lofty concepts that, in theory, mean strong benefits will circle back and diffuse throughout the U.S. economy, at some future point, after the dust of inevitable disruption has settled.
